The Octopus is a fictional underwater auction house, bank and blackmarket owned by an unidentified criminal organization; implied to be an alternate-continuity SPECTRE. Only accessible via submersible, the structure is located on the ocean floor, to the south-west of Cape Verde, an island country spanning an archipelago of 10 volcanic islands in the central Atlantic Ocean. The location was featured only in the console versions of Electronic Arts' 2004 video-game GoldenEye: Rogue Agent.

Constructed on the ocean floor in the Atlantic, south-west of the Cape Verde archipelago, the Octopus acted as a clandestine auction house, bank and blackmarket for the criminal underworld and was operated by an unidentified criminal organization (implied to be SPECTRE). The Octopus' central mainframe contained details of its various clientele, including the location of Dr. Julius No's island, Crab Key. Only the facility's chief of security, Netherby, had access to the Octopus' information nexus, which was protected by a retinal security scan, gas traps and hidden weaponry.

The site was accessible via its primary moon pool equipped submarine pen and was monitored by a sophisticated computer system, which interacted with potential clientele via hologram projectors. The facility operated as an criminal auction house and sold a variety of weapons from firearms to atomic warheads (€1,000,000 each). In addition to weaponry, there were vehicle and transportation lots, customised for stealth, defence or luxury. As a representative of Auric Goldfinger, GoldenEye had a credit ceiling of '18 billion neutral currency units'. With this credit line, the enforcer bought €1,000,000 of Lucifer X14 plastic explosives (with integrated detonation switches) and a Manta Mk IX submersible worth €100,000,000 to make his escape in.
