Phoenix International, commonly known simply as Phoenix, was a front corporation founded by Raphael Drake. Drake used the organisation to procure secret nuclear information, astronautic technologies, and military-grade weaponry, while under the guise of being an environmentalist agency supposedly dedicated to decommissioning and disassembling nuclear reactors and arsenals. Its headquarters, the Phoenix Building, was located in Tokyo, Japan.

History

Billionaire Raphael Drake, purportedly a passionate environmentalist, founded Phoenix International in order to legally obtain materials from deactivated nuclear and astronautic facilities, while secretly developing them for military purposes.  

In the early 2000s, MI6 became aware of a missing microchip with information related to the U.S. Space Defense Platform's missile guidance system and connected this theft to Raphael Drake. James Bond, sent to Drake's Austrian mansion to investigate, confirmed that Alexander Mayhew, head of Phoenix's main branch in Tokyo, had indeed acquired the chip and handed it over to Drake. After Bond retrieved the chip, Mayhew agreed to aid MI6 in exchange for protection, revealing Drake's main secret mission, codenamed "NightFire."  

Drake then successfully ordered Mayhew's assassination, and Bond soon uncovered astronautic and private military training programs under way in various secret facilities, all spearheaded via Phoenix funds and properties.

Though the the microchip operation was foiled, Drake had already set other plans in motion. Using refurbished space shuttles, Drake sent Phoenix-trained astronauts to capture the U.S. Defense Platform by force, murdering the Platform's attendants. Bond was only one step behind when the Phoenix astronauts secured the Platform and readied its nuclear arsenal for launch, with Drake focused on the goal of threatening the major governments of the globe in order to achieve world domination. Bond, however, boarded the last of the resurrected shuttles to the Platform, where he killed Drake and his Phoenix operatives in a firefight. The organisation was disbanded thereafter.

Phoenix's resources

In secret, Phoenix maintained a part-time staff of Yakuza gunmen, a regular office security staff, several ninja-like assassins, and its own private military company of soldiers and astronauts led by Armitage Rook.

In terms of its technological capabilities, Phoenix collected an enormous stockpile of firearms and space equipment (including space shuttles), developed rocket-launching attack helicopters, and even specially manufactured: a chaingun (called the X6 Annihilator); a self-recharging laser rifle designed for use in outer space; and a self-aiming and self-firing mini-gun concealed inside a briefcase.

Aside from its main office building in Tokyo, Phoenix's properties included a covertly recommissioned nuclear plant off the coast of Tokyo, an underwater paramilitary base on a private island, and a heavily guarded airstrip in Austria.

Known members and associates

• Raphael Drake: Head of Phoenix International. He poses as a humanitarian and an avowed opponent of the use of nuclear weapons, but in reality he is hoarding dozens of these weapons and atomic secrets for his own future use.
• Alexander Mayhew: In charge of Phoenix International's properties in Japan. When he betrays Drake, Bond tries to protect him from Drake's Yakuza thugs. Mayhew is subsequently murdered by a ninja assassin.
• Makiko Hayashi: Alexander Mayhew's personal female bodyguard.
• Armitage Rook: Raphael Drake's head of security.

Phoenix makes it's first major appearance in the 2002 video-game 007: Nightfire. A Phoenix skyscraper makes a cameo appearance in Everything or Nothing, suggesting that the company survived the Nightfire debacle, unscathed.
