Richard Stamper is a villain in the James Bond film Tomorrow Never Dies. He was played by Götz Otto.

Stamper is the henchman of Elliot Carver and protégé of Dr. Kaufman (Vincent Schiavelli), a professional assassin. Kaufman trained him in the many methods of torture, especially chakra torture, which involves inflicting the maximum amount of pain on the body's most vital areas.

Stamper's senses are reversed, so where others feel pain, he feels pleasure. This concept was previously established in GoldenEye for villain Xenia Onatopp and would be revisited in the next film, The World Is Not Enough, with main villain Renard.

Kaufman was like a father to Stamper, so when Bond killed him, Stamper was determined to get his revenge.

Stamper outlived Carver by a few minutes, at the end he tried to avenge his employer's and Dr. Kaufman by killing Bond. Despite his muscular physique, high pain tolerance, and sheer ruthlessness, Stamper was defeated when Bond pinned his leg against the missile which was set to launch at China, but had detonators placed on the engines. As Bond escaped, Stamper stared in horror and disbelief as the rocket ignited and exploded, destroying the stealth boat and Stamper.
