Villiers is M's assistant in Casino Royale. He is somewhat of a joint Miss Moneypenny/Bill Tanner replacement in the film and is portrayed by Tobias Menzies.
Film biography
When M exits an imposition in Parliment she complains about James Bond's reckless actions to Villiers. Villiers accompanies M to the Bahamas where he vomits at the sight of Solange's sand-covered corpse. He later answers Bond's call when is pursuing Carlos at the Miami airport and connects him to M. He informs M when Bond is poisoned by Valenka at the Casino Royale in Montenegro.
